ABOUT IMPACS
IMPACS was established as the implementation arm of a new Regional Architecture for the development and management of the CARICOM Regional Action Agenda on Crime and Security issues. The Agency is headed by an Executive Director and reports to the CARICOM Council of Ministers responsible for National Security and Law Enforcement.
IMPACS has two sub-agencies namely the Joint Regional Communications Centre (JRCC) and The Regional Intelligence Fusion Centre (RIFC). These sub-agencies were formed for the purpose of supporting the Regional Security Strategy for International Cricket Council Cricket World Cup 2007 (ICC CWC 2007). As a result of these sub-agencies successes, Heads of Government at its Eighteenth Inter-Sessional Meeting in St. Vincent & The Grenadines in February 2007 endorsed a proposal for the permanent establishment of the two sub-agencies
The Twenty Seventh Meeting of the Conference of Heads of Government which was held in St. Kitts and Nevis in July 2006 agreed to the creation and establishment of CARICOM’s Single Domestic Space (CSDS) with supporting security components. These components included, inter alia:
- timely access to Advance Passenger and Cargo Information; and real time connectivity
- the Establishment and operationalization of a CARICOM Intelligence Sharing Network (CISNET)
- Secure CARICOM Visa Label to be issued after the prescribed security checks
- Regional Intelligence Fusion Centre
The Implementation Agency for Crime and Security (IMPACS) became the primary agency to ensure the implementation and execution of the Regional Crime and Security Agenda with respect to the Advance Passenger and Cargo information. IMPACS undertook the following:
- Technical Assistance from the Government of the United States;
- Establishment of the Joint Regional Communications Centre
ABOUT JRCC
The Joint Regional Communications Centre (JRCC) was established by an Inter-Government agreement in July 2006 as part of the regional security initiatives instituted for Cricket world Cup (CWC) 2007. The JRCC’s mandate was to assist in securing the Region’s borders by way of pre-screening travellers to, from and between Member States during CWC 2007.
